I have collected all the worries I receive every day, so there is the answers :
"You can't modify your eyebrows in general."
What we know is that it's only forbidden to pluck !
The hadith about it is not explaining anything more.
What is also forbidden is to apply a permanent change or use a treatment that will block water from getting through.

"It's haram because it changes the physical appeareance you were born with."
We all know that there are some physical modifications that are completely forbidden and others that are allowed even if we don't have any hadith about it.
If it was completely forbidden to change our physical appearance, that would mean that we can't tan, wear khôl, wear henna, wear colored lenses, wear braces, cut or dye our hair, work out...
Even though in Islam, it is forbidden to beautify to the point we don't even look like ourselves, some enhancements contributes to stay clean, just as wearing great clothes, whitening our teeth, applying skincares, shave, or geting our hair done.
There's a difference between enhancing features and changing to look like a completely different person. The glass is half full or half empty. It's all about the intention.
I did some research and I found that the question was asked :
« What is mentioned in the question is worse in terms of changing the creation of Allah, may He be exalted, than that which is mentioned in the hadith.
But if this change is not permanent, such as henna and the like, then there is nothing wrong with it, because it will fade. This is like using kohl, rouge or lipstick What we must do is avoid and warn against changing the creation of Allah, and spread this warning among the ummah, so that evil will not spread and become established, after which it will be difficult to change it." (Majmu' Fatawa ash-Shaykh al-'Uthaymin, 17/20) He (may Allah have mercy on him) was also asked: Recently there have appeared medicines which make a dark-skinned woman look white. Is using them or similar medicines haram on the grounds that it is changing the appearance?
He (may Allah have mercy on him) replied: "Yes, it is haram so long as the changing of the colour of the skin is permanent, because it is akin to tattooing, and the Prophet (blessings and peace of Allah be upon him) cursed the woman who does tattoos and the woman who asks for that to be done..." (Fatawa Nur "ala ad-Darb)

Some people think :
"You can't pluck for health concerns."
It's lacking information about this affirmation we can't confirm that it is the only reason why it is forbidden to pluck.
But it's true that nowadays, wih the knowledge we have today, we could find some health issues with excessive plucking :
- Skin sensibility
- Ingrown hair
- Uneven brows
- Overplucked body hair
Some people are confused with the term "halal" and say :
"The term halal is only used to sell more. It has lost all the meaning."
The "halal" is here only to justify what is not haram, and for that, we should not use Hadiths without knowing the context.
It is only forbidden to pluck. It was never said that alternatives to plucking were forbidden.
There are halal alternatives to other forbidden actions like :
- halal nail polish
- halal clothes
- alcohol-free drinks
- halal music
- etc...
"What does scholar/fatwa says ?"
« regard to dyeing the eyebrows or a part of them with a blonde colour or a colour similar to that of the skin, there is nothing wrong with this, as was stated in a fatwa issued by our Shaykh 'Abd al-'Azeez ibn 'Abd-Allaah ibn Baaz (may Allaah have mercy on him and raise his status). He also stated in a fatwa that it is permissible to remove hair growing between the eyebrows because this is not part of them, but he stated that it is not permissible to trim the eyebrows if they are not troublesome or causing harm.

« Dying the hair and eyelashes It is permissible to dye the hair and eyebrows any colour except black, with substances that do not cause harm, such as henna and the like. It is permissible to dye the eyelashes black. Is permanent dye of the eyelashes changing the creation of Allah? If this dye is permanent and will last, then it comes under the heading of changing the creation of Allah, may He be exalted, and in that case it is haram. »
